Proposal Summary:
The Defense Security Cooperation Agency (DSCA) Strategic Initiative proposal will provide strategic planning services that enhance the agencies Strategy to Capability framework. This includes improving the alignment of security cooperation activities with U.S. defense strategy through project management, data analysis, business process reengineering, and financial policy support. Contractor personnel will deliver analysis, planning tools, and implementation support to help DSCA streamline operations, improve responsiveness, and strengthen partnerships. The overarching goal is to build an agile, data-driven enterprise that delivers timely, effective capabilities to U.S. partners worldwide. The contract consists of (1) one base year of twelve (12) months with four (4) twelve (12)month option years and an optional six (6) month extension.

Position Summary:
The Project Manager will serve as the lead for all contract execution and personnel management, ensuring cohesive, high-quality performance across all four task areas: project/task management, data analysis and modeling, business process improvement, and financial policy support. This individual will be responsible for developing integrated project plans and schedules, facilitating cross-functional collaboration, and ensuring timely, accurate reporting to DSCA leadership. The Project Manager will oversee all deliverables, briefings, stakeholder engagements, and team workflows to ensure alignment with the Strategy to Capability framework and strategic objectives of the Defense Security Cooperation Agency.
Responsibilities:
• Lead overall contract execution and performance management across all task areas, ensuring timely delivery of high-quality services in support of DSCA's Strategy to Capability framework.
• Develop and maintain an integrated master schedule and project plans to coordinate task timelines, resource allocations and deliverables.
• Oversee the development and use of standard project management tools, templates, and procedures to track progress, risks and interdependencies.
• Serve as the primary point of contact with the Contracting Officer Representative (COR) and other government stakeholders; facilitate recurring program reviews, briefings and coordination meetings.
• Ensure integration and collaboration across functional areas, including data analytics, business process reengineering and financial policy support.
• Oversee development of executive-level briefings, strategic communications products, and stakeholder engagement materials.
• Monitor contractor staffing, onboarding, and workforce continuity, ensuring qualified personnel meet security and training requirements.
• Track deliverables and manage the monthly status reporting process, including travel reporting, contract metrics and key milestones.
• Coordinate with DSCA stakeholders to support ad hoc tasking, including responding to congressional inquiries, external reviews, or emergent strategic needs.
Qualifications:
• Bachelor's degree in Business Administration, Political Science, Public Administration, International Affairs, International Relations, or a related discipline.
• Minimum of five (5) years of experience with DoD or USG program/project management experience, including three (3) years of progressive experience in leading business management service projects.
• Minimum five (5) years of experience in all Microsoft Office Suite applications (Word, Excel, PowerPoint).
• Minimum five (5) years of experience working with DoD policy documents, responses to Congressional Inquiries, and General Accountability Office (GAO) or similar auditing agencies' auditing and reporting requests.
• Minimum five (5) years of experience with inter-governmental relations and protocol when interacting with staff at all levels of DoD, other Federal agencies, and foreign Governments.
• Strong leadership experience and the ability to manage complex, multi-disciplinary teams within a dynamic interagency environment.
• Active SECRET security clearance (temporary or final).
