The Program Manager provides leadership and management to all aspects of the Managed Care programs including Enhanced Care Management (ECM), Community Supports (CS) and Medi-Cal/Private Pay service delivery models.
The Program Manager is a member of the Enhanced Care Management and Managed Care Management Team and will collaborate effectively with all stakeholders and cross-functional departments to optimize delivery of care services impacting consumer experience, quality, utilization, and health outcomes while maximizing access to achieve consumer optimal level of wellness and improve coordination of care while providing cost effective, non-duplicative services.
The Program Manager is accountable for monitoring and improving operational processes, along with training and performance management of program staff to ensure all services are meeting or exceeding critical performance measures in health plan compliance, strategic goals and mission and vision of the organization. Responsibilities include, but are not limited to, the development and execution of operational goals, objectives, initiatives, and action plans to achieve outcomes by identifying and monitoring key service line targets and metrics.
How will I contribute
Responsible for the oversight of all elements of the Managed Care program to ensure compliance with contractual requirements.Provide supervision, support, mediation, performance evaluation, improvement planning, and leadership to program staff.Partner effectively with Medical Directors, Regional and Clinic Operational and Nursing Leadership, and cross-functional departments to consistently and effectively implement program objectives, quality improvement, financial goal fulfillment and consumer satisfaction plans consistent with Kings Views Mission, Vision and Values.Assist and collaborate with local and state service providers participating in local networks, attending community meetings/conferences, and representing the programs, to better integrate systems or services that support Kings Views programs and services.Drive process improvements focused on innovative care delivery and/or operational standardization across all sites designed to improve clinical services, ease of access, outcomes, consumer throughput and safety across the care continuum.Convene regular meetings for staff, ensuring communication of program goals and objectives in conjunction with Kings Views strategic plan.Lead and establish seamless integration of programs and services to assure coordinated services, empowering teams to take responsibility for evaluating and improving systems.Maximize internal and external opportunities to facilitate programs growth, complete new program development, expansion plans.Access ongoing program strengths and weaknesses then provide appropriate development and monitoring of program procedures.Ensure the recruitment, screening and hiring of competent staff; provide recommendations for staff changes and improvements.Proactively manage performance including but not limited to coaching, performance evaluation, corrective actions, and rewards/recognition.Promote and maintain a high level of collaboration within team environment in order to coordinate activities, review work, exchange information, and resolve problems; provide direction, mentoring and support to staff.May provide back-up direct care service to consumers on an intermittent and/or temporary basis.Ensure programs for the care, treatment, training, and safety of clients are fully implemented and maintained including, but not limited to, assisting with feeding, toileting, and crisis intervention.May encounter risk of working with persons with SMI (serious mental illness) that may include, but not limited to persons in mental health crisis, persons that may be intoxicated or impaired by drugs or alcohol, persons who may be DTO (danger to others), DTS (Danger to Self), or GD (Gravely Disabled). If such situations arise, staff will be required to call local emergency personnel to help deescalate the crisis, use crisis intervention techniques, and consult with supervisor as soon as practically possible.
What I bring
Bachelor Degree in Social Work, Health Administration, Nursing (RN) or other health related field2 years of professional level outpatient medical, community health service delivery, behavioral practice management, or related healthcare experience, including lead or supervisory responsibility. Experience in financial management, program development, personnel management, project management and quality management.Class C Driving LicenseMust have working experience with government and private sector entities and prior experience managing contracts.Excellent communication skills, resulting in the ability to create high functioning teams. Ability to interact with management and employees on sensitive and/or confidential issues. Ability to manage multiple and complex responsibilities. Ability to work collaboratively with the Kings View CEO, presenting issues and concerns with recommendations on appropriate actions to resolve situations. Ability to exercise independent judgement appropriate to the level of responsibility and consulting with Corporate Administrative services to ensure actions taken are consistent with Kings Views culture, policies and procedures.Positive leadership. Must be extremely effective at holding staff accountable to ensure maximum effectiveness from all positions to best serve clients.Masters degree in business, Public Health, Nursing (RN), Social Work or Health Administration. Clinical expertise with understanding diagnosing, planning and treatment of mental health and substance abuse disorders. Licensed in a Behavioral Health area of practice is desirable but not required (LCSW, LMFT, Ph.D. Psy.D., etc.)
