Sr Director BFS TA Societies/Council (E5096) (Project Management)
Job Summary The overall purpose of this position is to lead, direct, and manage two teams: 1. financial support of the Technical Activities Societies and; Councils (TA S/C) 2. financial support for Conference Events and; Experiences (CEE)
TA S/C The position reports to the CFO, indirectly reports to the Managing Director of Technical Activities and leads a staff of 2 direct reports (senior managers) with each having one or more direct reports responsible for TA S/C financial management. The senior director acts as part of the Technical Activities strategic team, providing financial counsel and direction for key operational decisions. The financial management, planning, and related responsibilities within the Technical Activities Societies & Councils, a business generating over $400m in gross revenue and associated expenses. This includes development of the annual Organizational Unit (OU) budget, monthly analysis of financial results and forecasting projections and routine and special analysis projects, while delivering recommendations on financial processes to the IEEE CFO. The senior director partners with the Volunteer Treasurer and acts as the Finance Committee Liaison and the staff representative for multiple ad hoc committees. They collaborate with staff from other organizational units on decisions that need to be made for these committees and actively contributes and translates the financial strategies being analyzed. They provide analysis and counsel to senior volunteer and staff leadership and works toward implementing strategic imperatives that help IEEE achieve its financial goals and objectives now and in the future. This role provides high level analyses of business and operational activities to allow the CFO to make key financial decisions. They engage with other operating units (IEEE Publishing Operations, MSD, MGA, EAB, the IEEE Foundation) frequently as needed to execute to completion, all the deliverables that the IEEE Board of Directors will need. They manage issues through to resolution within the OU and between TA and other OUs, including management and reconciliation of financials for shared services such as IT, HR, and Legal. This role provides counsel and direction to approximately 100 society/council volunteer officers in addition to continuous training on IEEE and TA finance and accounting processes, as the individuals holding these officer positions changes on an annual basis.
CEE This position reports to the CFO and leads and supports a finance director who manages a staff of 6 or more direct reports. This team provide financial oversight (i.e. complete P&L responsibility) for a highly visible operating unit (OU), Conferences, Events & Experiences (CEE), including the global conferences line of business which operates around the world with 2,000+ events in 100+ countries each year. The senior director will support the finance director who will interact with and advise senior staff and volunteer leadership of all OU's that host conferences, particularly the managing directors of Technical Activities, Member & Geographic Activities, and Conferences, Events & Experiences.
Key Responsibilities
Financial Management, Systems, and Reporting
Directs the department's strategic decision making tasks based on volunteer and MC level collaboration. These decisions for financial reporting are needed to report to the IEEE Finance Committee and TAB Fin Com at various board and TAB Mini Series in the form of strategic and analytical presentations for all finance matters for staff leadership, the Managing Director, TAB Volunteer Treasurer and the CFO
Leads the preparation of the monthly volunteer and Board related financial reports and presentations, including forecasted revenue and expense, support staff activity/changes in positions, and the updates in operational activities driving these financials.
Contributes to TAB Finance Committee and Ad Hoc Committee presentations for the TAB Management Committee, TAB constituents and the IEEE Board
Partners with IEEE CEE to provide input and oversight for conference reporting across the 47 societies and councils for budget, actual and year-end metric reporting to various ad hoc and steering committees.
Full responsibility for conference budgets, forecasts, and financial closing and reporting activities in cooperation with the MD-CEE
Provides input on the tools and techniques used for reporting conference revenue, proceedings revenue, membership and product P&L analysis, performed & prepared by TA Business Operations
Establishes and maintains appropriate levels of internal control, supporting the internal audit process, acting as lead for the conference business for the year end audit process
Leads process improvement and system implementation of enhancements with IT and other stakeholders for Oracle; Oversees “go live” deliverables within TA and societies
Oversees and ensures integrity of all aspects of the finances associated with 47 societies/councils and 7 technical communities, with a total of 54 operating units being actively managed.
Monitors activity and related financials for staff support of many societies; partners with these staff groups to provide overall support to their respective societies.
Partners with Conference Finances in respect to that business being consolidated & reported in a timely manner for Board Presentations / Analysis; Collaborates with MCE Business Operations (handles conference revenue recognition and recording process) to ensure that revenue is accurately reported to the Managing Director, Technical Activities & Volunteer leadership for use in business decisions
Oversees society metric reporting and project tracking through various systems and homegrown reporting databases (PIE)
Liaises with other Senior Directors and Directors in TA management, including conference management, periodicals management, governance, Future Directions and the TAD
Volunteer Relationship Management & Conference Support
Creates & coordinates a volunteer financial management training program, which includes live, virtrual and online training sessions with society/council treasurers and presidents throughout the year. Addresses individual needs of specific volunteer leaders as the financial expertise across the S/C officers varies widely.
Strengthens the connections between all volunteers supporting the S/Cs by ensuring communication on financial matters between the Treasurers/Presidents and other key positions, including the VPs of conferences, conference organizers, VPs of Publications, EiCs, ExComs and AdComs.
Ensures the reasonableness of large expenditures by supporting the IPR preparation and approval process.
Counsels, partners, and collaborates with the Conference, GeoUnit, and S/C Treasurers, Finance Committees and Ad Hoc committees
Scholarly Conference Finances - Tracking, reporting and overall review process for banking activity. Open new accounts for authorized events and close them at their conclusion
Coordinates the implementation of updates of event-related technology, processes and policies as they evolve, in consultation with subject-matter experts on topics which include financial reporting, tax and legal. Evaluates and recommends future planning and goals for the Managing Director and the CEE OU, related to these functions.
Financial Planning and Budgeting
Partners with TAB Leadership in the planning and review of annual and long-range financial plans and budgets as well as the financial plans for ongoing Businesses
Works with the S/C volunteer treasurers and support staff and executive directors, to enter/update/maintain budget and forecast data in the EPM system. Manage the projections ib the Capex and Workforce modules for the capital and staffing expenditures. Provide one-on-one guidance to work through the detailed budget assumptions and to provide mutually agreed upon S/C level budgets.
Leads in the development of various strategic business plans/proposals to implement TAB and S/C's financial projects in a timely and complete manner.
Acts as part of the TA strategic team, ensuring that the financial view is aligned with the strategic direction, while assessing risks and identifying alternatives for risk mitigation.
Develops the financial impact statement to project plans and proposals in the TAB and the S/C areas and for Board, Committee and Volunteer support.
Education
Bachelor's degree or equivalent experience Business, Finance or Accounting Req

Skills and Requirements
In-depth knowledge of reporting tools and techniques, systems and general ledgers
Knowledge of financial systems with preferred proficiency in Oracle and Hyperion
Must be capable of managing a $200+ million budget including financial management and annual reporting across TA departments and societies
Experience must demonstrate success in financial management
A cost conscience approach; operates ethically and with integrity
Strong and effective presentation skills and written and verbal communications skills in order to deliver and clearly articulate financial data, forecast, and plans that drive key business decisions
Must possess excellent interpersonal skills to build and maintain effective staff and volunteer relationships which are critical requirements for this position due to the tremendous size of the organization and the complexities due to the unique cultures of the individual societies
