Veterans Services Community Liaison (Finance)
The Department of Veterans' Services is seeking a Veterans Services Community Liaison for its Riverside office.
The selected candidate will support the department by conducting intake assessments, developing service plans, managing and providing follow-up to cases, assisting with VA claims, connecting veterans to resources, engaging in outreach, providing community education, maintaining records, liaising with service providers, preparing reports, ensuring compliance, and staying updated on veterans' services and policies through ongoing training.
The most competitive candidates will possess prior experience in veterans' services and benefits, experience in case management, outreach, and follow-up, as well as a passion for serving veterans. Applicants with knowledge of the procedures involved in obtaining services and benefits for disabled veterans and their dependents, along with strong customer service, organizational, communication, and writing skills, are encouraged to apply.
Occasionally, this role may necessitate travel to conduct outreach initiatives.

EXAMPLES OF ESSENTIAL DUTIES
• Conduct intake assessments to identify veterans' needs; develop individualized service plans; provide ongoing case management with follow-ups, crisis intervention and advocacy to ensure successful service delivery.
• Assist veterans in navigating and filing VA claims and appeals; track progress and resolve delays; educate veterans about benefits and eligibility to empower informed decisions.
• Partner with local agencies, justice centers and community organizations to connect veterans with housing, mental health, employment, and other essential resources.
• Identify and engage veterans in need through outreach at community events, senior centers, colleges, and justice centers; build relationships with stakeholders to expand awareness of available resources.
• Provide education to various community groups and partners through workshops and seminars on services and resources available to veterans.
• Maintain accurate, up-to-date case notes and service records using designated systems (e.g., HMIS, VetPro); ensure data quality and integrity for reporting and compliance.
• Work closely with County departments, non-profits and community organizations; serve as a liaison between veterans and service providers to deliver a continuum of care.
• Prepare reports on outreach activities, service outcomes and case progress; ensure compliance with county, state and federal regulations related to veterans' services and case management protocols.
• Stay updated on changes to veterans' services, VA policies and community resources; participate in ongoing training to enhance skills and service delivery.
MINIMUM QUALIFICATIONS
OPTION I
Experience: One year as a Veterans Services Representative I with Riverside County.
OPTION II
Education: Graduation from an accredited college or university with an associate's degree. (Experience involving in-depth interviewing and the securing of information from individuals in order to determine, on the basis of laws and regulations, the acceptance, rejection or categorization of actions, may substitute for the required education on the basis of one year of experience equaling one year of education.)
Experience: Two years of case management experience, including the ability to chart patient progress to meet documentation requirements.
ALL OPTIONS
Knowledge of: Administrative principles applicable to the organization and functions of program planning, implementation and evaluation; organization and activities of the Veterans Administration and other veteran agencies; community resources and their organizations and functions; elements of supervision and principles of personnel management; budget preparation and control; grantsmanship; public relations and marketing.
Ability to:Train and coordinate the work of staff; analyze operations and services related to programs; interpret legislative and administrative mandates and regulations to project probability impact to the organization; develop and prepare grant applications; monitor expenditures and maintain fiscal control; establish and maintain effective working relationships with local, federal and state program agencies, and the general public; prepare comprehensive and clear oral and written reports and presentation.
OTHER REQUIREMENTS :
License/Certificate: Possession of a valid California Driver's License will be required.
Employee must obtain United States Department of Veterans Affairs (USDVA) accreditation through the California Department of Veterans Affairs (CDVA) within 12 months of employment.
Service in the Armed Forces of the United States with an honorable discharge is desired but not required.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
